Mysterious Light's Gravity can be annoying. Spectral Barrier does NOT block Blue Mage physical Magic.

The Magic Pot Does not need to have used any MP on spells for it to use Battery Charge. They will happily recover zero MP. Silly Pots!

 

Obtaining the Spell
Minimum Blue Mage Level Needed To Acquire Spell: Level 70 with Magus Jubbah equipped, 73 without.
Battery Charge is best hunted in Lower Delkfutt's Tower Basement.

This spell can be soloed as soon as it is within learning range. No party is needed for the Lower Delkfutt's Tower camp.

You will need your Delkfutts Key (Key Item) from the Rank 4 mission to have access to the Basement Camp. A low damage weapon to feed TP can help.

Proceed to Lower Delkfutt's Tower's Basement, there are two camps at G-9, and L-6. There are two Magic Urns in the G-9 room that can be farmed for the spell. Magic Pots do not link, but WILL aggro to magic. So be sure to pull your target into the hall away from the others, so you may safely cast. A throwing disk is perfect for this task. If you fail to get the spell from these two pots, there are three more Urns in the L-6 room. Note that there is sight and sound aggro on the way to the camps if you are very low level. Take proper precautions if you need.

If you need more targets, there is a single pot on the tower's second floor. Several more are scattered about the floors above, one or two per floor.

There are many other mid and high level Magic Pots in other zones where one can learn the spell also. With the excellent low annoyance options in Lower Delkfutt's Tower, these are only useful in that there are a lot of pots in some of these camps.

 

Special notes about the spell a Blue Mage may like to know
Can I solo it? Yes.
Do I need any special items? Yes, You will need your Delkfutts Key from the Rank 4 mission to have access to the Basement Camp. A low damage weapon to feed TP, and a throwing weapon to pull, help a lot.
Do Magic Pots like to use the move? They use it as often as all of the other TP moves. Note the Pot does not need to have used up any MP for it to use this TP move.
The spell restores 4mp/tick, for a total of 200 MP
